Committee Advances Rezoning for Proposed 44-Unit Multifamily Development

A proposed 44-unit multifamily housing development moved forward during the May 19, 2026 Essential Service Committee meeting after members approved a rezoning request from JM Property Groups, represented by Sarah Ford.

The request was to rezone the property from Agricultural to Residential Multi-Family to allow for the proposed housing project. Ford said the project would include two three-story walk-up apartment buildings and a separate clubhouse building.

The proposed development would include 10 two-bedroom units and 34 three-bedroom units, for a total of 44 units. Ford said the housing would serve a range of income levels, generally between 50% and 80% AMI, and that the project would still need to go through the funding process before construction could begin.

Because funding has not yet been secured, the project was described as long-term. Ford said it likely would not break ground until around the following summer, assuming funding is approved.

Committee members discussed several planning issues, including utilities, drainage, sewer, water, parking, and access. The site plan showed 66 parking spaces, which was described as meeting the requirement of 1.5 parking spaces per dwelling unit.

One point of discussion involved emergency access. The proposed plan included access from Henry Street, but a second access point was raised as a possible concern, especially because the proposed apartment buildings would be three stories tall. Ford said the site plan is still preliminary and that additional access options could be discussed as the project moves forward.

After discussion, a motion was made to approve the rezoning request. The motion was seconded and approved. Committee members briefly considered whether to include the second-access issue in the motion, but it was decided that the matter would be addressed later in the planning process.
